General Mansfield is the chairman of the Joint Chiefs of Staff, and as such serves as the statutory principal military adviser to the president of the United States. He is the senior uniformed officer of the United States Armed Forces, with offices at the Pentagon, headquarters of the United States Department of Defense; according to the Eureka town charter, he has the authority to dismiss the county sheriff for cause, but only with the written consent of the town mayor. Despite his myriad responsibilities, he maintains a close interest in the research done at Global Dynamics, personally overseeing the transfer of authority from Dr. Nathan Stark to Dr. Allison Blake, and handpicking Dr. Douglas Fargo as director of GD in the new timeline. He stays in regular contact with the head of GD, and tracks the progress on numerous projects.

Mansfield wears four silver five-pointed stars on his shoulderboards and his beret as the insignia of his rank of general. On his left breast, he wears the Combat Infantryman Badge, Pathfinder Badge, Master Parachutist Badge, Office of the Joint Chiefs of Staff Identification Badge, and the ribbons of the Silver Star, Bronze Star Medal, Purple Heart with bronze oak leaf cluster, Defense Meritorious Service Medal, Meritorious Service Medal with bronze oak leaf cluster, Joint Service Commendation Medal, Army Commendation Medal with bronze oak leaf cluster, Joint Service Achievement Medal, Army Achievement Medal with bronze oak leaf cluster, National Defense Service Medal with bronze star, Armed Forces Expeditionary Medal, Southwest Asia Service Medal, Vietnam Service Medal (which should precede the SASM), Humanitarian Service Medal (which should precede the AFEM), United Nations Medal, Army Service Ribbon, Army Overseas Service Ribbon, and Vietnam Campaign Medal. On his right breast, he wears an unidentified regimental insignia, Canadian Jump Wings, Army Presidential Unit Citation, Army Meritorious Unit Commendation, and Vietnam Presidential Unit Citation.

Trivia

• Unlike many people, General Mansfield appears to be one of the few whose behavior has not changed a great deal due to the new timeline.
• General Mansfield is not physically involved with the series after season 4.0, though he is mentioned by name in seasons 4.5 and 5.0.
• General Mansfield's awards indicate that he is a twice-wounded veteran who specialized in air assault, served in combined forces with the Canadian Airborne Regiment, served in Vietnam and in the Persian Gulf. As a four-star general wearing the JCS Badge, he could only be Chief of Staff of the Army, or Chairman or Vice Chairman of the JCS.
